Hector Noel Ortiz Sr., 29, of 154 Cedar St., Fulton, was charged today with aggravated sexual abuse and assault, both felonies, and endangering the welfare of a child, a misdemeanor.
He is accused of having sexual contact and injuring the child July 16 at a Fulton residence, Fulton police said.
