Man charged with murder in Pulaski apparently charged in previous domestic incident

Pulaski, NY – The man charged with the murders of two people in a Pulaski apartment Sunday apparently was charged six months ago with two misdemeanors after a domestic incident at his home.

James H. Steen Jr., 39, of 91 Hogsback Road, Central Square, was charged late Sunday with two counts of second-degree murder in the Pulaski incident.

Oswego County Sheriff Reuel Todd said this morning that he believed that the defendant was the same man identified in newspaper accounts as having been charged March 12 following a domestic incident Feb. 28 at the Hogsback Road address.

Todd said he also believed that the unidentified victim in the February incident also was one of the victims in Sunday’s homicides.

In the February incident, officials said Steen pushed a victim as the victim sat on a couch, sat on the victim and choked the victim until the victim passed out, all in the presence of a child. He was charged with endangering the welfare of a child and menacing.

The outcome of that case was unclear this morning.

Sunday, Steen was charged in the shooting deaths of a man and a woman at an apartment at 9 Lewis St., Pulaski. Steen barricaded himself in the apartment around midday but surrendered to authorities shortly before 7:15 p.m. after hours of negotiations, officials said.

Steen was arraigned in Pulaski village court and ordered held without bail at the Oswego County Correctional Facility pending a court appearance Wednesday, a statement from Todd’s office said.

Todd said officials expect to identify the victims today, but Charles Carr Sr., of Colosse, Sunday identified one of them as his son, Charles Carr Jr., and the other as his son’s girlfriend, Victoria Steen. The elder Carr described Victoria Steen as James Steen’s estranged wife.
