An entire segment of the state work force may be blocked from an early retirement incentive designed to lessen the need for layoffs, according to an internal memo obtained by the Times Union.

The memo, issued last week by Public Service Commission Chairman Garry Brown, explained that agencies which get their funding from special funds are not participating in the Part A retirement incentive in which workers can get extra pension credits if they leave state service.
