Syracuse, NY -- Rain has foiled the U.S. Army's plans to hold the Syracuse Army Recruiting Battalion's change of command ceremony this morning in Clinton Square.

The formal ceremony during which Lt. Col. Bryan P. Radliff will hand over command of the battalion to Lt. Col Richard R. Rouleau will take place at 11 a.m. in the Onondaga County War Memorial. The public is invited to the event.

Syracuse dignitaries will sign a community covenant showing support for the Army and its families at 10:30 a.m.

Soldiers had practiced the ceremony for hours Thursday underneath the Civil War monument in Clinton Square.

The 240-member battalion staffs recruiting offices in Western, Central and Northern New York and Northeastern Pennsylvania. Its headquarters is located in the Atrium building in Clinton Square.

Had the ceremony occurred outdoors, the city had planned to close streets around Clinton Square.
