ALBANY, N.Y. — Gov. David Paterson’s push to “empower” New York’s public university systems to grow and set its own tuition free of Albany has the support of an influential business analyst.
Moody’s Investors Service called the Empowerment Act a “significant reform proposal.” The analysis released Thursday says the public universities would gain equal footing with other public university systems that already set their own tuition free of state legislators and governors.
But the bill was also criticized Thursday by the New York Public Interest Research Group, which called it a bad deal for students and their families because tuition could rise unchecked.
The Civil Service Employees Association union also called it a power grab that needs more public scrutiny.
