Duffy became mayor in 2006 after seven years as Rochester's police chief. He has a Master's Degree in Public Administration from Syracuse University, The New York Post reported.
The choice adds geographic balance to the ticket headed by Cuomo, who grew up in Queens and has lived in Westchester County and Manhattan.
Cuomo also says he wants someone who is clearly able to take over as governor if necessary.
The New York attorney general is making the official announcement this morning in Manhattan. New York Democrats are holding their convention in suburban Westchester County.
