Some in Albany are speculating Tuesday that the state Senate doesn't have enough votes to pass a budget because Senate majority leader John Sampson won’t say if all 32 Democrats will attend a Wednesday evening session called by Gov. David Paterson to pass the final element of the budget.

I agree. All incumbents need to go. But, with this current situation as it is today, the Repubs could stand in the middle of a cornfield and Bloc vote NO and it wouldnt matter. The majority is in Democrats control. Their problem is internal politics. They cant get along with one another, how how they supposed to get anything done? They can't, and they own the majority.
