Manlius police captain chosen to lead Onondaga County's E-911 center

SYRACUSE, N.Y. -- Manlius police Capt. William R. Bleyle has been tapped to take over as head of Onondaga County’s E- 911 communications center.

County Executive Joanie Mahoney today appointed Bleyle, 55, of East Syracuse, as commissioner of the Department of Emergency Communications. He will replace John Balloni, who has accepted a position as chief deputy in the Onondaga County Sheriff’s Office.

If Bleyle’s appointment is confirmed by the county Legislature, he will assume his new position June 21. Bleyle (pronounced BLY-lee) started his career at the Manlius Police Department in 1977.

His experience in law enforcement includes extensive work on emergency communications, Mahoney said. Among other things, he served as the lead suburban police representative on the county’s $36 million project to unify emergency communications on a single radio system.

“Bill Bleyle’s experience and knowledge . . . make him ideally suited to be a very capable and effective administrator for the 911 center,” Mahoney said.

The emergency communications department has a staff of 162 and a budget of $18.5 million. Bleyle’s salary will be $90,629, said Martin Skahen, speaking for Mahoney.

Balloni (pronounced Bah-LONE), 55, was Baldwinsville police chief before joining the 911 center as deputy commissioner in 2000. He became commissioner in 2006. Balloni earned $88,423 as commissioner, and will have the same salary in his new job, Skahen said.

Balloni will replace the sheriff’s former civil division chief, William Peverly, who recently retired.
